As of 2:30 p.m. EDT, the blue-chip index has lost a moderate 55 points after investors unleashed a furious sell-off in the wake of the Fed's announcement, and then a second wave of traders swooped in to buy. Most Dow stocks are in the red now, but should you be concerned? Let's check out what the Fed had to say -- and why the Dow's biggest movers are winning or losing today.

Volatility strikes again
All eyes have been on the Fed this week -- a few too many eyes, as short term-focused Wall Street traders have looked for cues from the central bank as to the future of quantitative easing. Surprisingly, the dramatic sell-off wasn't sparked by any change in the Fed's stimulus plan. On the contrary, the FOMC decided to continue bond-buying at its current $85 billion-a-month rate. It's another reminder that smart investors should focus on the fundamentals of businesses and stocks, rather than watch the movements of a frequently irrational market that has blown up over nothing today.

    One stock that's quickly moving within range of triggering a big breakout trade is Arotech (ARTX), which is a defense and security products and services company. This stock is off to a booming start in 2013, with shares up big by 82%.

    If you take a look at the chart for Arotech, you'll notice that this stock has just started to trend back above its 50-day moving average of $1.86 a share with strong upside volume. Volume so far today has already registered over 600,000 shares, which is well above its three-month average action of 226,678 shares. This spike back above the 50-day is starting to push shares of ARTX within range of triggering a big breakout trade.

    Traders should now look for long-biased trades in ARTX if it manages to break out above some near-term overhead resistance levels at $1.97 to $2.24 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 226,678 shares. If that breakout hits soon, then ARTX will set up to re-test or possibly take out its 52-week high at $2.71 a share. Any high-volume move above $2.71 will then give ARTX a chance to trend north of $3 a share.

    Traders can look to buy ARTX off any weakness to anticipate that breakout and simply use a stop that sits right below some key near-term support at $1.74 a share. One can also buy ARTX off strength once it takes out those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

He has been buying them consistently over the past few years, and I think he sees the same consolidation wave and shareholder value increase in the future that I do. He added to one position this quarter, buying more shares of Clifton Savings Bank (CSBK), the mutual holding company for the 11-branch bank in northern New Jersey. It looks like the bank trades for 1.9 times book value, but after the second-step conversion process is completed, the shares will trade at a slight discount to book. The bank is in excellent condition with an equity-to-assets ratio of almost 18 and nonperforming assets at just 0.53% of total assets.

    I wanted the Nook to keep on keeping on, but it was like wanting to have a pet store goldfish live to see seven years old: It just wasn't going to happen. In hindsight, that's an easy call to make. At the time, I thought that the Barnes & Noble (NYSE: BKS  ) would have more success if they spun the business off, funded it with equity, and spent the cash on more development to compete with other tablets. I certainly didn't think it was going to get cut. Now that it's happened, the path it took the grave has become clear.
